People focus on skin color because it covers the largest part of the body so it’s highly visible. But defining whiteness by skin tone above anything else is arbitrary and unscientific. Well first one has to do a comprehensive sub-racial analysis within each country to say what country is “what” because a nationality is rarely just one sub race.

Low taxation and small government is not really what the free market is. A free market policy is one that prevents distortions in competition between companies (no import tariffs, no monopolies, no investment and business creation regulations…), and that intervenes little in the organisation of companies as well as employer/employee relations.
My opinion is that the most efficient policy is one that combines high economic freedom and extensive welfare state. Economic freedom without welfare state is Gilded age capitalism with all its savagery and its robber barons, welfare state without economic freedom is communism, and a country without economic freedom and welfare state is doomed to remain underdeveloped.
