Not designed by “God” but by their genes that shape the structure of their brain.
Looking at what this all means is that different brains direct energy in different ways. This is an attention mechanism. The attention mechanism shapes how we build our causal model of reality. Because attention can be structured differently so to patterns, in reality, can be understood better or worse by the structures that accommodate them. Such is when mental manipulation occurs. The ability to abstract is a structure that coordinates with itself to simplify what a pattern means in relation to other patterns. The symbol is the ultimate abstractor. In language, we use signs to signify the meaning of something else. Together the human brain’s mechanisms of attention abstract patterns in such a way as to find new meaning.
Meaning as such is the attention we place on patterns based on brain structure. Intelligence in humans and creatures beyond the human is more than shallow quantities but is in the abstract nature of meaning lower concrete systems cannot understand and are blind to because they lack the attention mechanism that would generate a causal model of those abstractions.
In conclusion, it is brain structure that directs attention. And Intelligence is based on modeling reality with its brain structure.

Obviously mental activity is measurable in some manner as anyone familiar with their bodily states understands. You can’t do specific mental tasks at certain times that are easy at other times, and this is very predictable.
An absolute measure for all mental activity (G-factor) seems more difficult to prove but you could simply claim that it involves general measurable mental activity applicable to the objective physical world… which seems like a cop-out since you’ve narrowed it down to our objective external world (rather than internal one) except given the physical world is the only one we know exists and is necessary for our mental worlds, it isn’t.

You do not need to be smart to be a deductionist like Kant, all you need to do is follow a chain of reasoning. The way rr forms his world model is just as you described but deduction is only about the argument and not about the validity of the argument. So he can in his mind read arguments that contradict and go with the ones that a priori are the ones that have already been established without needing to form new concepts. I on the other hand generate new concepts and that is why I can see through the logic and get to the core metaphysical ideas.
You have to understand that deduction is not generating anything new it only follows from premises to conclusions. So rr reads everything you say and then concludes based on it using templates he has gained by his “research”, not anything new he would have to make up to counter it.
Induction is a means by which you must gather evidence and or generate evidence by theorizing. Theory is the arrangement of facts in a way that explains why those facts exist and in relation to all explanations. Such is the case with the Black swan hypothesis. All swans are white but one black swan was discovered that nullified this hypothesis. This means that the theory must now account for swans that are not white.
rr says one thing and you need to counter it with a theory, not a hypothesis otherwise he can use his templates to reject your premises by logic. His conception of “Mind” is the start. His conclusion is that nothing mental is physical. So you must use the theory that anything physical is observable and that intelligence is observable. There are mechanisms observed that prove with evidence that what the human brain does can be known empirically. If not then intelligence is an arbitrary concept because you cannot define it. But we can define it. And we can measure it. Because we get the physical results. No argument against intelligence can disprove the results. What can disprove results is methodology. Correlation is not causality but correct methodology measure causality, not correlation.
Intelligence and causality are linked. The correct methodology used can measure this. It is as simple as what eye doctors do with eyesight tests. Only this is with intelligence. Intelligence is the ability to link things together causally. We observe smart people getting things right more than dumb people who get things almost always wrong. Getting things right is the clear indicator of intelligence just as with eyesight. Deduction does not need to get things right all it needs to do is follow the template. A template is invariant to the content going into it. So rr fills his templates with content that he is beholden to. This is why he get natural selection wrong, he never had to think about what evolution actually is, and instead, he followed the debates over it which were not the original source. He got infected by words that only have meaning a priori not a posteriori. rr does not follow things to their causes he follows them only by argument. And so the content has no meaning to him only what people say of the content.
The way rr does research is completely in accordance with deduction. He never generates anything new and must always rely on templates. He says that just so stories do not explain the counterfactuals but to him counterfactuals are just ways of arranging the arguments and not seeking the causes. Facts are causes so to say that a fact disproves something it needs to actually be linked together and not just be a correlation. There is only a correlation between the mind and the physical in rr terms. That is why intelligence can’t be measured but as I have demonstrated results are causally linked to intelligence because intelligence is the mind’s ability to correctly link causes together.
