I think it’s partly an artifact of test construction where easier items are clustered at the lower ends while harder items are clustered at the higher ends (floor and ceiling effects). And they also emphasize most of the difficulty in the middle range, ignoring the tails (item selection bias).
I think it’s mostly an artifact of tests being less reliable at the high end. It’s harder to come up with really hard questions that have an objective right answer than it is to come up with easy questions. Add to that the fact that more effort is put in to the low end than the high end since low scores can mean the difference between a normal or special class or even life or death if you get the death penalty.
