A lot of Southeast Asians don’t even average 100 IQ, so it would make sense that the caucasoid average would be lower. The latitude and the phenotype are two of the macrofactors that both need to be taken into account. (RR and others will say that means we think only those two things matter for IQ, when it’s just said that they are big influences, all else being equal.)
